Peru negotiates free trade deal with Australia

 
Peru's trade integration strategy has proven to be very aggressive.
The Andean country is currently negotiating a trade deal with Australia, which could shortly be added to the free trade pact it recently signed with the United States last year.
The general manager of Peru's Foreign Trade Association (Comex-Peru), Patricia Teullet, pointed out that launching all types of trade negotiations was positive for the country.
"Peru, as a member country of the Asia-Pacific Economic Cooperation forum and must take advantage of its privileged position in the world and sign more trade agreements that will help improve our already strong trade and investment relationship with different world leading economies", she stated.
In this sense, she highlighted the Government's efforts to negotiate further trade alliances in the next months.
Regarding Australian trade potential, she said that it is impossible to statically assess the situation. "The aim is to evaluate the benefits attached to a bilateral trade deal in the future", she said.
"We must focus our efforts on achieving more trade deals, the trade integration policy cannot be conducted based only on the activities taking place now", she pointed out.

Huari tourist attractions to be displayed in Italy, Spain & France
 
 
On Sunday, Edwards Vizcarra, the mayor of Huari (a province in Ancash) will start a trip around different countries in Europe where he will show a video with the main tourist attractions of the town, aiming to increase the number of visitors and attract more private investment.
He told Andina news agency that the trip would include Italy (Rome, Torino, Bologña, Milano), Spain (Barcelona, Salamanca, Madrid) and France (Paris).
Vizcarra pointed out that the 18-minute video shows the Jacabamba waterfall, located nine kilometers northeast of Huari.
It also shows the Chavin de Huantar archaeological complex, the big and beautiful lakes of Conchucos - such as Purhuay and Reparin, and the Pre-Inca city of Marcajirca, among other attractions.
“This video has been recorded with the town’s own resources and was directed by the well-known Peruvian filmmaker, Jose Rios", said Vizcarra. "This is an invaluable audiovisual documentary which aims to promote our touristic richness”.
The mayor stated the video would be shown in museums, through the media, and exhibited at different places. “We signed an agreement with a consortium of Italian museums, so the film can be shown in many cultural centers”, said the mayor.
Vizcarra said that during the trip, which will last until February 28, the new publication “Conchucos, Gold of the Andes” will be also presented, showing pictures of tourist attractions in the area.
The mayor pointed out that his trip was possible thanks to the support of the Antonio Raimondi Institute. The video was presented this morning at Universidad Católica's Cultural Center

More foreigners arrive to Peru in January Peru's promotion agency, PromPeru, issued a report stating that tourist arrivals had increased in the country by 21.4 percent to 87,508 foreign tourist arrivals in January. It was reported that January was the third consecutive month in which foreign tourist arrivals had increased by over 20 percent. Arrivals to Jorge Chavez International Airport increased 23.3 percent in November and 26.6 percent in December. The increase in foreign tourists arriving to the country was attributed to the work PromPeru was doing in promoting the Andean country to people around the world

Emotional Support Vital to Recovery in Peru

A Red Cross psychosocial support program helps children recover from the aftermath of the Peru Earthquake

“Doctor, doctor, are you a psychologist?”
I looked up to find the face of a concerned woman with a young boy by her side.  The woman explained that since the earthquake struck six months ago, her son appeared nervous and afraid, was having problems in school and no longer wanted to talk.
I gently inched closer to make contact with him, but his frightened expression restrained my first attempt. “What is his name?” I asked his mother. She replied, “Juan” (name changed for confidentiality).   
Taking a stuffed animal out of my bag, I return my attention to the little boy. “Hi Juan, I want to introduce you to my friend who came to play with the children of Perú.”
Still looking fearful, but with eyes filled with curiosity, Juan looked at the doll. Little by little, Juan allowed “Paco the Hippopotamus” to get closer to him, until with a slightly trembling hand, he took Paco and hugged him.

Red Cross Response to Earthquake in Peru
While earthquakes last only minutes, the emotional impact on individuals endures much longer. More than 655,000 people were affected by the August 15, 2007 earthquake that struck off the coast of Peru.  Within days, the American Red Cross responded with life-saving emergency assistance.
Six months later, the American Red Cross continues to assist survivors by helping people get back on their feet and regain normalcy in their lives.
In total, the American Red Cross has designated nearly $2 million for immediate response and early recovery following the massive quake.  Working in partnership with the Peruvian Red Cross, the American Red Cross is helping provide transitional shelter, psychosocial support and health and hygiene education to five target communities including Chincha, where Juan and his mother live. 
The psychosocial support program is designed to engage people in community-based activities such as games, singing, dancing and arts and crafts.  These activities help reestablish important community and social networks that are often stressed or broken during a disaster.
Emotional Support to Help Children Recover
While I stood with his mother, Juan stayed nearby playing with Paco.  Suddenly, a voice spoke out. “My house fell down.”  
In one moment, the boy who didn’t want to talk slowly continued to describe how his house trembled, how a wall tumbled towards him and how he had to run to protect himself.
“I ran to see if my mom and little brother were alive,” he explained.
Thanks to early recovery programs like psychosocial support as well as the generosity of donors and the efforts of the American Red Cross and the Peruvian Red Cross, Juan and his family will get the support they need to rebuild their lives. 
As I turned to leave, Juan thanked me and asked, “Are you going to come back?”

Peru's Government Purchases New U.S. Firetrucks for Firefighters
 
Once firefighters in Callao are given six new firetrucks in August, they will have some of the most modern equipment in Latin America to be able to more effectively fight fires - such as fires in chemical factories and tend to other emergencies in the province.
In an effort to renew its 30-year-old fleet of emergency vehicles, the regional government of Callao is to invest over 7 million soles in the purchase of the six new firetrucks, each of which was reported to cost 1,188,000 soles.
The new firetrucks are 2008 'Contenders' manufactured in the U.S. Each has a 1,000-gallon water capacity as well as a 100-gallon capacity for foam, to be used by Peru's firefighters to put out dangerous fires in chemical plants as well as warehouses.
After signing the contract to purchase the vehicles through Tecnin S.A., the regional president of Callao, Alexander Kouri, stated the purchase of the new firetrucks, along with the recent purchase of new ambulances, was proof of his commitment to help improve the region's emergency services.
Kouri commended volunteer firefighters in Peru for the hard work they put forth in serving their communities and the country, putting their lives in danger to tend to emergencies.

Peru's Government Begins One Laptop per Teacher Program

After having been evaluated by Peru's Ministry of Education last year, 115,000 teachers were approved to receive 457 soles each from the government for the purchase of a laptop. This grant is to be combined with a $450 loan they will be provided by the Banco de la Nación.
Manuel Cok Aparcana, head of the Education Ministry's Computer Science Office, told La Republica daily that the cheapest laptop costs 1,599 soles and teachers will be allowed to pay 28-sol installments for 36 months.
"We are aware that the money the government has granted is not enough for a machine, that is why the loan the Banco de la Nación is providing is indispensable", explained Cok.
According to President Garcia and the Minster of Education, José Antonio Chang, the purpose of the "21st Century Teacher: One laptop per teacher" program is to contribute to the professional development of the people that dedicate themselves to public-school teaching.
"There is no doubt that the use of a computer in educational work serves to increase learning and teaching potential", affirmed Peru's Education Minster.
Wilson Baca Altamirano, vice president of SUTEP, a teacher's union, stated that technology was important but that it did not determine the level of teaching.
He stated that while SUTEP was not against the program, it considered it unfair that 200 thousand teachers would not receive the grant because they did not go to the evaluations.
The government should also set up virtual libraries, said Altamirano, stating that computers were useless without an internet connection.

Cusco, Peru to Promote the Development of Alternative Tourism

In 2008, the development of rural community tourism in Cusco will be boosted to help excluded areas take full advantage of this activity, announced today the Regional Director of Foreign Trade and Tourism, Jean Paul Benavente.
“We will focus on rural community tourism, also known as alternative tourism, to make those areas benefit from tourism growth”, he told Andina news agency.
He pointed out that this initiative is to be developed in the river valley of Vilcanota, in the province of Canchis, The Sacred Valley of the Incas, Santa Teresa, Vilcabamba, Quillabamba, Ocongate, and others.
Benavente added that the aim is to enhance and diversify tourism in Cusco, where visitors can enjoy its main attractions such as the fortress of Sacsayhuamán and the citadel of Machu Picchu (one of the seven new wonders of the world) as well as other sites.
Benavente also explained that efforts would be focused on the promotion of this province, aiming to place the name of “Cusco-Machu Picchu” in the world. The number of visitors to the city of Cusco has risen this year to one million tourists, a 20 percent increase when compared to the number of visitors in 2006.
The city of Cusco is 1,650 kilometers southeast of Lima, and is known as the Archeological Capital of the Americas.

Christie’s International Auction House to Sell Paintings from Peru

(LIP-ir)  --  Christie’s International Auction House has announced that one of the first sales for next year will be dedicated to 19th century paintings. Paintings from Peruvian artists Federico del Campo and Alberto Lynch are among these.
The auction is scheduled for Wednesday January 23 and is programmed to sell 109 paintings from European artists that worked during the 19th century and the beginning of the 20th century.
Because Federico del Campo and Alberto Lynch worked in Europe, it is difficult to find their art in Peru. The Lima Art Museum only has two paintings from del Campo.
Del Campo’s painting to be auction shows a landscape from Venetia, one of the artist’s specialties since he lived in Italy for many years. The starting price is 80 thousand pounds sterling, its 47 x 72 cm and is from 1914.
Alberto Lynch’s painting is bigger and valued at a starting price of 20 thousand pounds sterling.
Christie's will also auction paintings by French artists François Millet and Eugène Delacroix, which are to cost at least 300 thousand and 200 thousand pounds each.

Amazon River Ranked Number 1 in New 7 Wonders of Nature Campaign

Machu Picchu was in the top ranking throughout the New 7 Wonders contest until it finally won a place as one of the New Seven Wonders of the World.
Now that voting has begun for the New Seven Wonders of Nature, the Amazon River - a nomination shared by Peru, Bolivia, Brazil, Colombia, Ecuador and Venezuela - is currently ranked number one in a list of almost two hundred natural wonders around the world.
Some two hundred nominations have already been submitted to the New7Wonders Foundation, the group organizing the New 7 Wonders of Nature campaign.
The foundation has reported that nominations can be submitted for the campaign until December 31, 2008. A panel of experts will then create a list of 21 candidates from which voters worldwide will elect the 7 wonders of nature.
The selected 21 candidates will be announced January 2009.
New7wonders.com gives the following description for the Amazon River:
The South American Amazon is the largest river in the world by volume, with a total flow greater than the top ten rivers worldwide combined. It accounts for approximately one-fifth of the total world river flow and has the biggest drainage basin on the planet. Not a single bridge crosses the Amazon.

$2 Billion Could be Invested in Ethanol Production in Peru

 
 

$2 billion could be invested in the production of ethanol in Peru in 2008, stated the president of the Peruvian Association of Sugar and Biofuel Producers (APPAB, for its Spanish acronym), Pablo Bustamante.
"The sugar industry will meet the country's demand by next year and therefore, thanks to ethanol, it is expected to double, triple or increase five times the size of this powerful industry, especially in the northern provinces in terms of social impact”, Bustamante said.
He added that there is a strong demand for ethanol production in the international market, and although Peru does not produce this fuel yet, his association has requested to include ethanol in the Agrarian Promotion Law, in order to have the same regulation as sugar production.
Thus, only a 15 percent tax would be paid on ethanol, otherwise it would present a higher risk to sugar companies that have other important investments, stated Bustamante.
"The sugar industry is still recovering from the past years’ disaster and there are many aspects to improve, there is a lot to do, I think this decision is quite simple and we can’t wait to see results”, he said.
Bustamante pointed out that there are several companies interested in investing in this sector like Maple from the United States, and several other national companies.
“Thanks to the ethanol industry we can promote new agrarian exports amounting to $1 billion a year”, he concluded.

Third Tallest Waterfall in the World Discovered in Peru

 

What was believed to be the third tallest waterfall in the world has been replaced by a new discovery. According to a study done by Peru's National Geographic Institute (ING), the third tallest waterfall in the world is in Peru's Amazon in the district of Cuispes.
Studies done by Peru's ING revealed that Yumbilla waterfall is 895.4 meters (2,937 feet) high and higher than Gocta waterfall, which is 771 meters (2,529 feet) high and located in Chachapoyas, said Peru's Minister of Foreign Trade and Tourism, Mercedes Aráoz.
Yumbilla waterfall is the third tallest waterfall in the world and the highest in Peru's Amazon if we consider that Gocta is 771 meters high, said a press release. The waterfall has four large drops.
Gocta waterfall, in the northern area of Chachapoyas, was discovered on March 9, 2006 by Stefan Ziemendorff, a German citizen working on a project with the Potable Amazon Water Company (Emusap).
According to Peru's RPP news, before the discovery of Yumbilla, the only waterfalls known to be higher than Gocta were El Salto del Ángel in Venezuela and Tugela Falls in South Africa.
A 2-day tour is being organized by Peru's Ministry of Tourism so that tourists can view Yumbilla, Gocta and Chinata waterfalls.
The World Waterfall Database reports that Yumbilla is actually the world's fifth tallest waterfall and that Tres Hermanas in Ayacucho is the world's third.

Manpower Inc. Reveals Peru has Highest Hiring Prospects in the World

 
Manpower Inc, an employment business and agency headquartered in Milwaukee, Wisconsin, released its quarterly Employment Outlook Survey for the first quarter of 2008, reporting that Peru had one of the strongest first quarter hiring prospects in the world.
According to the worldwide survey, 56 percent of companies in the Andean country planned to hire more personnel in the beginning of 2008, making Peru the country with the highest hiring prospects in the world for the second time this year.
714 companies were surveyed in 8 of Peru's regions, establishing that only 4 percent of Peru's companies planned on reducing their personnel while 39 percent reported they would keep their workforce the same size.
General Manager of Manpower Peru, Felipe Aguirre stated that the survey had been done between October and November of this year and explained that it did not take into account the effects of the free trade pact approval between Peru and the US.
According to Manpower Inc., the quarterly survey is the most extensive forward-looking survey of its kind, unparalleled in its size, scope, longevity and area of focus. The Survey has been running for more than 40 years and is one of the most trusted surveys of employment activity in the world.

New Fiber-Optic Network to Reduce Telecommunication Prices in Peru

 

It is estimated that telecommunication prices will be reduced by twenty to thirty percent now that a new fiber-optic network has been set up by the Colombian company Internexa, reported Peru's Expreso daily.
The daily said the new Colombian company is to compete with Telefonica del Peru, which up until recently had the only fiber-optic network in the country.
The new network will provide telephone and internet connections as well as other such services.
"Our intention is to tell telecommunications operators, whether it's Claro, Telefonica or Nextel, to use our equipment to reach more areas on Peru's northern coast", said Martin Elera, an engineer for Internexa.
He also explained that a $16 million investment had been made to set up the 1,200 kilometer (745 mile) network, which ran from Lima to Ecuador.
The new fiber-optic network joins the cities of Lima, Chimbote, Huarmey, Trujillo, Chiclayo, Piura and Tumbes. The company plans to expand in more of Peru's regions such as Lima, Arequipa, Tacna and Cusco.

 
 
Woody Harrelson and Owen Wilson Attack Reporters in Cusco, Peru
 

(LIP-ir) -- Cusco, Peru continues to attract Hollywood stars. On this occasion, Woody Harrelson and Owen Wilson arrived to the famous Inca city not only to enjoy its beauty and majesty but also to visit a children's shelter they founded together.
Upon their arrival to Cusco Wednesday afternoon, they headed towards the Paucarpita shelter located in Calca, approximately an hour from the Imperial City. Harrelson and Wilson stayed at the shelter with the 40 children living there for several hours.
The shelter, which used to be the home of writer Clorinda Matto de Turner, is the home to dozens of children that are homeless in the Calca area. The two Hollywood stars fund the program, reported Peru's RPP News.
Although the stars were seen doing good deeds while in Cusco, it was also reported that they lost their cool with reporters Wednesday evening, attacking one and holding another against his will.
Nilo Romero, a cameraman for entertainment program Magaly TeVe was held by Owen Wilson in his room while a cameraman for Channel 5 was attacked by the two actors, reported Peru's La Republica daily. Those attacked have filed police reports against Woody Harrelson and Owen Wilson.
In a report written for La Republica daily, Flor Huilca writes that the two Hollywood actors stopped several times to request help from Peru's police, asking them to keep people from following them. When the two stars were approached at a store, they were visibly irritated and once again requested police assistance, writes Huilca.

Chilean young people attending the Second Humanist Forum, "Latin America United without Wars and Violence" in La Paz on Thursday, will demand an access to the sea for Bolivia.
Ignacio Torres, a member of the delegation, said this will be one of the main issues for the Santiago representatives at the youth forum, from Friday until Monday at San Andres University.
Torres explained that among students' interests is fostering integration of the region, "but for Bolivia-Chile, the pending issue is sovereign access to the sea, snatched by Chile during the Pacific War between 1879 and 1884."
"That campaign," he said, "was analyzed in the recent Peoples' Summit in Chile, which closing ceremony was attended by Ecuador's President Rafael Correa, Venezuela's Hugo Chavez, Nicaragua's Daniel Ortega and Bolivia's Evo Morales, as well as Cuban Vice President Carlos Lage."
Social leaders, teachers, health workers, representatives from indigenous groups, women and student groups will attend the meeting in La Paz to debate 25 issues, including art and integration, women's situation, peoples' integration, Latin American student movement, conflict, disarmament and a warless world.

 

Quito - Ecuador, Nov 22:
World Cup Football: Ecuador trumps Peru 5-1

QUITO, Ecuador (AP) - Walter Ayovi and Edison Mendez scored two goals apiece to end Ecuador's goal-scoring drought, leading a 5-1 victory over Peru to earn its first victory in South American World Cup qualifying and for manager Sixto Vizuete. 
After being outscored 11-1 in its first three games, Ecuador - which reached the second round at last year's World Cup - scored twice in the first 23 minutes and cruised to a dominating performance. 
Vizuete was in charge for his first game since replacing Luis Fernando Saurez, who quit after Saturday's 5-1 loss against Paraguay. 
Ayovi put Ecuador ahead in the 10th minute with a free kick and Ivan Kaviedes doubled the advantage in the 23rd. 
Mendez added another two minutes before halftime and both Ayovi and Mendez tacked on second-half tallies to put Ecuador ahed 5-0 by the 61st. 
Andres Mendoza scored off a pass from a Jefferon Farfan in the 80th for Peru, which appeared to suffer in the altitude and remained one of two winless teams in South America along with Bolivia. 
Quito is 2,800 meters (9,000 feet) above sea level in the Andes. 

Peru is now in ninth place with two points, followed only by Bolivia with one point.

National Geographic Lists Salkantay trip as one of the 25 Best in the World

Peru is in the spotlight again as National Geographic Adventure Magazine named the Salkantay-Machu Picchu route one of the world’s 25 best trips. After recently being chosen as one of the New Seven Wonders of the World, Machu Picchu is again gaining worldwide attention, since it’s the major destination on this route. The article called the trip innovative, action-filled and guaranteed to change your life.

Camino Salkantay is a little known route compared to the Inka Trail. It has approximately 30 visitors per day as opposed to the Inka Trail’s nearly five hundred in the high season. The trail is described as the “savvy traveler’s alternative to the Inka Trail” in the magazine. It boasts jungles, glaciers and high Andean peaks all in one trip.

Mara Seminario of Prom Peru stated that Peru is taking the lead in tourism in South American tourism and worldwide tourism. While other South American countries were mentioned in the article, Peru was the only one that received ten pages of description and a photo on the issue’s front page.

La Paz, Nov 21 (Prensa Latina) Delegations from Bolivia and Cuba signed in this capital Wednesday an economic complementation accord to boost new trade relations.

According to Cuban Deputy Foreign Trade Minister Pedro Luis Padron, the regulation strengthens bilateral links from the Latin American Integration Association (ALADI) country members.

Padron told Prensa Latina that the accord reaffirms a larger reconciliation among governments and brother peoples, which include facilities of access to market, among other preferences.

He stated that the zero tax liability for the commercial operation of products from both countries corresponds with accords of the Bolivarian Alternative for the Americas and the Peoples' Trade Agreement, inked by both governments.

Also included are ruling issues, solution of controversies, and phytosanitary measures. The participation of Bolivian companies in the Havana International Fair and Cuban enterprises in the Cochabamba and Santa Cruz expos is an example of the potentiality of exchange to benefit our peoples, Padron stated.

     
Cusco - Peru, Nov 20:
Free Tours to Sacsayhuaman for Cusqueñans

As a move to share benefits derived from tourism with the local population, Cusco’s Tourist Ticket Office has started a campaign called “Valorando nuestro patrimonio cultural” (Valuing our cultural patrimony).  It will be bringing two hundred Peruvians to Sacsayhuaman, the ruins located above Cusco, every week, free of charge.

Fermin Diaz, the organization’s director, says that the ticket office collected more than one million soles so far this year with the Tourist ticket, which is a five percent gain over the previous year. 

The tours will take place on weekend mornings; there will be two tours on Saturday and two on Sunday. According to Diaz, as the demand for the tours increase, more will be scheduled. He also noted that more tours would be added later to other sites in and around the Sacred Valley.
Cusco - Peru, Nov 20:
Machu Picchu’s Mayor Requests Return of Cultural Artifacts

The Mayor of Machu Picchu, Edgar Miranda, has stated that the artifacts that were excavated from Machu Picchu and sent to Yale University at the beginning of the twentieth century, will be included in a new museum to be built in Cusco. In September of this year, Yale already agreed to return the huge collection of artifacts, which include ceramic, metal, stone, and bone pieces. There were over 4,000 pieces taken from the site between 1912 and 1915 on the excavations led by Hiram Bingham lll.

There have been protests in the town of Machu Picchu, formerly Aguas Calientes, during which protestors marched through its streets demanding the return of the objects. The Mayor stated he would be completing his request in writing today or tomorrow, in which he will specify that the pieces will be exhibited in the new museum. He also stated that it was the right of Peruvians to have the collection back in Peru where it belongs.

Oxfam is working coordinating with the operations committee of the province and the municipality of Tocopilla.
Starting this week, Oxfam will distribute 500 tents as temporary shelter and coverage for those families whose homes collapsed or have been seriously damaged. Oxfam will also install 20 reservoirs with capacity to collect and distribute a total of 24 thousand liters of drinking water for the inhabitants of the five most affected areas of the Tocopilla region. One thousand buckets will also be distributed to assure the water is transported in optimal conditions.

The delivery of this aid is coordinated with the Emergency Operations Committee of the province and city of Tocopilla. For Ana Maria Rebaza – Oxfam’s regional lead for Humanitarian Aid – the participation in this space has been an excellent opportunity to share part of Oxfam’s experience in humanitarian aid and natural disaster’s response.

“There is a lot of professionalism and organization in the various aspects of this emergency. The aid systems are improving. The most urgent problems are water and homes. The demand for water is being solved already. But the need for homes and shelter is a longer term process. Meanwhile, Oxfam will start its help with the distribution of 500 tents to combat the lack of shelter, explained Rebaza.

Cecilia Millán, representative of Oxfam in Chile, stated that “we are trying to coordinate our humanitarian work with other agencies, NGOs and the State organizations responsible for aid in cases of emergency. The objective is to guarantee the highest possible impact.”

Oxfam’s humanitarian team continues to assess the disaster zone and to analyze the most efficient mechanisms to distribute aid. Starting on Tuesday November 20, a professional in water and sanitation from Bolivia will join the team.

The earthquake of last Wednesday November 14th had a magnitude of 7.7 degrees on the Richter scale. According to information reported by local authorities, in Tocopilla more than 80% (5000) of the houses are in inhabitable conditions. Besides housing, the population urgently needs water and food.
 
Oxfam International is a confederation of 13 non governmental organizations that work together to create lasting solutions for poverty and injustice. The organization is also working in several parts of the world distributing humanitarian aid. At the moment, Oxfam maintains humanitarian operations in Pisco (Perú), Darfur/Sudan, in the South of Asia, in the Gaza strip, in Yogyakarta (Indonesia) supporting the victims of the earthquake that killed 5,736 persons last May, and in Congo. It is also working in Somalia, Zimbabwe, Northern Uganda, Nicaragua (Hurricane Felix), among others.
